Our Partners
Franklin County Development is a member of the North
Central Iowa Alliance, a seven county consortium who take a regional
approach to economic development.
Another valuable partner is Franklin
REC and Corn
Belt Power. These utilities have proven to be active
and aggressive partners in building our three spec buildings and
developing the Hampton Industrial Park. With creative financing we
have successfully attracted businesses from other states and assisted
in existing business expansions.
We have enjoyed a mutually beneficial relationship
with the Franklin County Banker's Association, a group of local
lenders who band together to bring greater lending power to a project.

History and Legal Structure
Franklin County Development
Association is a duly incorporated 501(c) 6, organized in 1980 for the
purpose of business growth and development in Franklin County, Iowa.
We are a private, non-profit organization and are not subject to open meetings
laws. Our public records file includes our Articles of Incorporation,
Organizational Minutes, By-laws and three years of IRS filings as required
by law.
Governance
FCDA
is governed by a board of directors consisting of not more than 15 volunteers
who meet on a monthly basis plus one annual membership meeting. The board
provides general policy and oversight. Regular minutes and financial
records are maintained. Board officers consist of a President, Vice President,
Secretary and Treasurer and serve staggered, limited terms as per corporate
by-laws. Board members do not receive salaries.
Mission Statement
”The Franklin County Development Association, partnering with area organizations
and individuals, will lead county-wide economic growth through job retention
and job creation, and support community development projects to improve the quality
of life for the residents of Franklin County.”

Staff
FCDA employs one full-time executive director
who is responsible for day to day operations. Karen L. Mitchell
joined FCDA in 2005 after working as a county development director
in northwest Iowa. Karen is certified in non-profit management by
Iowa State University and has graduated from the University of Oklahoma
Economic Development Institute.

FCDA maintains permanent office space within
the Center One complex located at 5 1 st St. S.W., Hampton, Iowa.

Fiscal
Management
FCDA uses general ledger principals and finances, accounts payable
and receivable are managed using approved accounting software. The
organization’s
accountant is involved in compiled financial statements and tax filings.
